Do they have any outdoor furniture? I had neighbors in college who thought it was rock and roll to jam only after 11pm. After telling them to stop and them not listening we would all just take turns pissing on their outdoor couch every time they jammed (3 times a week). We were able to do this for 3 months straight during the winter as I guess it didnt stink while it was cold out. Fuck shitty neighbors.
