They did. However, now the structure has to be permitted, which could involve surveys and studies and cost to them. I think since they are going to have nurses at the facility, they need to get state HHS involved too. But now there are rumors from Council staffers that the city might just let them put shovels in the ground without going through the normal steps of any development. That would be a complete bend of the knee, instead of a 3/4 bend.
