The easiest groups to manipulate are religious conservatives. They’ve done all of the hard work for you already. They’ve trained themselves to believe obvious bullshit. They’re used to top-down authority structures. They’re masters of refusing to accept anything that contradicts their magical thinking worldview. A lot of them won’t ever realize that they’ve been victims of a grift. They are the perfect victims. You can con them over and over again for their entire lives, and sometimes you can con their estates too.
