I think so. I worked as a correctional officer for 2 years in a 500-bed maximum security state prison in Texas. We had one. It was small, but every inmate could arrange to use it, but only a handful did. There were also multiple law books owned by individual inmates. I knew one who worked as a legal researcher while he was in prison. He owned 5 law books, which he kept in his cell.
