Employers are absolutely supposed to provide for their employees. Full stop. You’re right in that most DON’T and need to be forced to. If you can’t provide properly for your employees, you have no business being in business at all. Sounds like you already have learned that the hard way.

No law saying the employer cannot give pto or sick to the employees. Very few companies give anything that isn’t DEMANDED from them. Every right that a worker has was accomplished by needless deaths and injuries. That’s why we have regulations, and why republicans hate them. They refuse to do anything that doesn’t benefit the ruling class – cause they’re greedy little bitches that rely on handouts from themselves, bootstraps for everyone else.
