Dude, I’m about to block your willful ignorance ass. What you’re citing has nothing to do with the countries total population, or per capita. It’s about those already on the programs, and what percentage of people already on the programs received more than all the programs. If you are talking about this one very specific subset of the demographic of those that are already receiving welfare, then yes I suppose black people would because that’s what it says right there. But you were not talking about the very one specific subset of those that are on welfare but receive all of the welfare programs, you are talking about population and per capita of the entire United States which is what I cited.
