I don’t agree. The cases my student group took to the university admin involved behaviors from locals that technically didn’t look threatening ( creepy guys saying “hi’ from their trucks ) but the facial expressions, body language, repetition etc did signal something. Most women have stories of inappropriate and even scary behavior to tell. I know from experience most people don’t want to hear that. I’m giving the woman from OP’s story the benefit of the doubt.
