“Zombie” means a moving dead person. The infected are infected, they aren’t dead. Two different types of “monster”. The show isn’t the video game. I would guess the writers are trying to flesh out the inspiration of the video game into a full story. One central element in the story is how FEDRA became a fascist organization. The bit about those cops/troops making up names to mock people fits in with the mentality suck cops/soldiers are likely to have. It made me think that is how many in the 47th administration probably think of U.S. citizens at this point and that scene might be a partial glimpse into our future.
