Youre forgetting that that the contractors wont get annual payouts for maintenance when they could just make much better roads. But then theres no grift!

I believe Concrete is a better solution for road ways. If taken care of properly, unlike asphalt and tar/chip, the concrete roads will last a lot longer and remain in better shape. Plus it costs less to maintain if I am thinking correctly.
